Two women play important parts - senior Civil Servant, The Parrot (she never stops talking), and her assistant, Coral Flenton. Both assist The Cabal. Both hate each other.
Once ace detective at Scotland Yard, Tweed tracks the killer of the sisters with one hand: with the other he ruthlessly opposes the formation of State Security. Summoned urgently abroad by secret agent Philip Cardon, he travels to Aix-en-Provence. Fifty Slovak bandits have been trained to speak English as the elite corps of State Security. Can they be destroyed before being smuggled into Britain by the Cabal?
Tweed and Paula race back to London. 'Blood Storm' is explained to them by top pathologist, Professor Saafeld. He warns the murderer will strike again, within days. Tweed has, from early on, insisted there is a link between the murders and creation of State Security. Unable to identify the killer, he attempts to identify the next victim. Paula disagrees with his choice and goes her own way. Will the third victim be saved in time? Will State Security be crushed? The desperate pace continues to the explosive climax.
